COMAGEND’s Theory of Change posits that fostering community ownership through participatory processes, and strengthening its evidence base through rigorous research, advocacy efforts are enhanced. This will lead to the development and implementation of policies that promote freedom of expression, social and gender justice, and protect the rights of underserved groups, adolescent girls and young women.  Empowering these underserved groups through skills development, leadership training, and access to information, they will become active agents of change, advocating for their rights and challenge  discriminatory norms ultimately contributing to a just and equitable society where gender equality and access to justice is a reality for all.
